Resolution
Launch PO or exit out of one, I get a Enter Parameter Box that says LicenseKeyNumber.
All I do is put a 1 in the box, clisk OK and it lets me move on.
 
This issues was caused by the Engage Running Application Directory was corrupt.
The Directrory is located under the Users Profile Directory called SCVersion10.
 
The Files in that directory are dynamically refreshed when Engage is launched so the user always has the latest version.  
 
When the files are corrupt or locked the updates do not work correctly.
Deleting all the files in that directory will allow a fresh copy on the next launch and usually fixes most anomolies.
